ASCE's Civil Engineering Club™:
ASCE's Civil Engineering Club™ initiative is an after school program that offers 6th to 8th graders an opportunity to learn more about the civil engineering field. In an effort to bring this opportunity to Philadelphia, members who serve in leadership positions on the local ASCE Younger Members Forum started the first Civil Engineering Club in Pennsylvania at the Chester A. Arthur School. It was one of 10 programs recognized nationally at its inception during the 2012-2013 school year.

The major goal of the club is to show local students the diversity within civil engineering, and to have all of the students leave thinking that anyone can be an engineer. Meetings were held on Tuesdays and Thursdays after school and a variety of civil engineering topics were covered, including transportation, urban planning, geotechnical engineering, construction, environmental/water resources, and structures. Each meeting typically featured a speaker who gave a short presentation and answered any questions the students had, before leading a group activity that corresponded to the presentation material. The club ended the year with a balsa wood bridge building competition in which the students, in small groups, built scaled-down truss bridges that were weighed and load tested in order to determine the most efficient design.

To learn more about how this club was started, contact Kazi Hassan, PE (YMF President, 2012-2013), at at kazihassan@pennoni.com, or Jesse Gormley, EIT (YMF K-12 Outreach Coordinator, 2012-2014), at jgormley@pennoni.com.

YMF Bylaws Review:
ASCE Legal Counsel is making a nationwide effort to review the Constitution and Bylaws for Sections and YMF groups. Since national ASCE has made recommendations to the Philadelphia YMF Bylaws, the Philadelphia YMF is taking this opportunity to make revisions too. The proposed Bylaw changes are located here. The ‘track changes’ in red reflect ASCE Legal Counsel comments. The ‘track changes’ in blue reflect the YMF Board comments.

In order to accept these revisions, 2 votes of dues paying ASCE Philadelphia Section members under the age of 36 must be taken. The first vote will be via oral vote and will occur at the April 28th, 2010 Critical Issues Seminar. The second vote will occur during the January 24th, 2011 15th Annual Winter Social.

***UPDATE***

The second vote on the revised bylaws was undertaken during the 15th Annual Winter Social. The changes to the bylaws were approved by the majority and the revised document was then submitted back to ASCE Legal Counsel. However, it turns out that the ASCE Philadelphia Section Board must first act on and approve the Bylaw revisions and then the Philadelphia YMF can conduct the two votes. The section board will discuss the situation during the next board meeting. Don't worry, we will post the results of the discussion just as soon as we can. The Bylaw revisions will pass (eventually).

General Engineering News:
President Obama Signs 7-Month Extension of Surface Transportation Law

President Obama signed the Surface Transportation Extension Act of 2011 on March 4, 2011 to keep federal transportation dollars flowing to the states for the next seven months. The House voted 421 - 4 for the extension and the Senate passed it by voice vote without debate. The quick pace was brought about because the previous extension was set to expire, which would have halted transportation construction projects across the country. See the bill here.

The Surface Transportation Extension Act of 2011 will extend the 2005 highway and transit authorization law (commonly known as "SAFETEA-LU") until the end of this federal fiscal year. This is the seventh short-term extension of SAFETEA-LU, which was originally scheduled to expire in 2009 but has not been replaced by another long-term measure.
